TR CU 032 Flanged Pipe Fittings EAC Certification
Regulatory Background
The Customs Union Technical Regulation on the Safety of Pressure Equipment (TR CU 032/2013) was adopted by the Eurasian Economic Commission on 18 November 2011 and entered into force on 1 February 2014. Its purpose is to harmonise safety standards for pressure equipment among member states of the Eurasian Economic Union (EAEU), such as Russia, Kazakhstan, and Belarus, to ensure the safe use of pressure equipment within the region, and to facilitate the trade of related products.
Scope of Application  
Flanges  
Applicable to metal flanges in liquid and gas containers with a pressure exceeding 0.05 MPa, such as other black metal flanges (EAEU HS Code: 7307910000) and other black metal products (HS Code: 7326909807), etc.

Pipe Fittings
Pipe fittings used for transporting gases, steam, and liquids, including pipes and their joints, must meet the following conditions: maximum allowable working pressure exceeding 0.05 MPa, nominal diameter greater than 25 mm, and designed for gases, steam, and liquids. This regulation applies to gas, steam, and liquid pipelines designed for Group 1 and Group 2 operating environments. Group 1 includes media consisting of flammable, explosive, combustible, oxidising, (highly) toxic gases, liquids, and single-phase vapours, as well as their mixtures; Group 2 includes all other operating media.

Certification Type
EAC Declaration of Conformity (DOC)
When flange fittings are classified as Groups 1–2, an EAC Declaration of Conformity can be issued. The company must self-declare that the product complies with the regulations and provide laboratory test results as proof. Single-batch certification is valid indefinitely, while for continuous production, the validity period is limited to a maximum of 5 years.

EAC Certificate of Conformity (COC)
If flange fittings belong to Groups 3–4, an EAC Certificate of Conformity must be applied for. This certification is reviewed by a notified body, which also conducts factory inspections and annual supervision. The certificate is valid for a maximum of 5 years.  

Certification Process  
Equipment Classification  
Determine the category (Categories 1–4) to which the flanged pipe fittings belong based on Tables 1–9 in Appendix 1 of the regulations. For example, a pipe fitting with specifications of DN300 and PN10MPa may be classified as Category 3.

Document Preparation  
Technical Documents: Safety Risk Assessment Report, Equipment Technical Passport, Operating Manual, Project Documents, Strength Calculations and Safety Device Capacity Calculation Results (if calculations were conducted on a project basis), Technical Procedures and Technical Process Information (e.g., material usage data, welding materials, welding methods and parameters, heat treatment modes, non-destructive testing methods and results, etc.), and Equipment Test Reports conducted by the manufacturer.
Other Documents: Documents confirming the characteristics of materials and components, conformity certificates related to materials and components, a list of standards applied in equipment manufacturing as specified in Section 5 of this technical specification, documents confirming the qualifications of professionals and manufacturer personnel, and other documents directly or indirectly confirming that the equipment meets the requirements of this technical specification (if applicable).
Application Submission
The company submits the prepared documents to the certification body and submits an EAC certification application.

Review and Inspection  
Document Review: The certification body conducts a detailed review of the submitted documents to determine compliance with regulatory requirements.
On-site Inspection: For applications for an EAC Certificate of Conformity (COC), the certification body will conduct an on-site inspection at the production facility to assess whether the production process and quality management system comply with regulatory standards.
Testing and Experimentation
Pressure testing (typically at 1.5 times the working pressure) and non-destructive testing of welds (e.g., RT/UT) may be required to confirm product compliance with standards.

Certificate Issuance  
Following the above process, if the flange fittings meet the requirements of TR CU 032 regulations, the certification body will issue the corresponding EAC certification certificate (EAC Declaration of Conformity or EAC Certificate of Conformity).
