TR CU 032 Low-Temperature Storage Tanks, Separators, and Heat Exchangers EAC Certification Regulatory Overview The Customs Union Technical Regulation on the Safety of Pressure Equipment (TR CU 032/2013) was adopted by the Eurasian Economic Commission on 18 November 2011 and entered into force on 1 February 2014. Regulatory Overview
The Customs Union Technical Regulation on the Safety of Pressure Equipment (TR CU 032/2013) was adopted by the Eurasian Economic Commission on 18 November 2011 and entered into force on 1 February 2014. Its purpose is to harmonise safety standards for pressure equipment among member states of the Eurasian Economic Union (EAEU), such as Russia, Kazakhstan, and Belarus, ensuring the safety of related products during use, eliminating trade barriers caused by standard differences among member states, and promoting the development of pressure equipment trade within the region.

Applicable scenarios
Cryogenic storage tanks
Cryogenic storage tanks are used to store cryogenic liquids such as liquid oxygen, liquid nitrogen, and liquid argon. When the maximum allowable working pressure of a cryogenic storage tank exceeds 0.05 MPa and meets other relevant conditions specified by the regulations, TR CU 032 EAC certification is required. This is because, in such cases, cryogenic storage tanks fall under the category of pressure equipment, and their safety directly impacts personnel and property safety.

Separators
Separators are used in industrial production to separate substances in different phases, such as gas-liquid separation or liquid-solid separation. If a separator operates under pressure and its maximum allowable working pressure exceeds 0.05 MPa, while also meeting relevant size requirements, it must comply with this regulation for certification to demonstrate compliance with safety standards.

Heat exchangers
Heat exchangers are used to facilitate heat exchange between fluids of different temperatures. When the operating pressure of a heat exchanger exceeds 0.05 MPa, it also falls under the scope of the TR CU 032 regulation. This is because, under pressure, the structural strength, sealing performance, and other aspects of the heat exchanger must meet certain safety requirements.

Certification Types
EAC Declaration of Conformity (DOC)
For cryogenic storage tanks, separators, and heat exchangers classified as Categories 1–2, an EAC Declaration of Conformity can be issued. Companies must self-declare that their products comply with regulatory requirements and provide laboratory test results to support this claim. For single-batch certification, the validity period is unlimited; for continuously produced products, the validity period is up to five years. This certification method grants companies a degree of autonomy but still requires them to ensure product quality and compliance with standards.

EAC Certificate of Conformity (COC)
If cryogenic storage tanks, separators, and heat exchangers are classified as Category 3–4, an EAC Certificate of Conformity must be applied for. This certification process is more stringent, requiring review by a notified body, as well as factory inspections and annual supervision. The certificate is valid for a maximum of 5 years to ensure that the product continues to comply with regulatory requirements throughout the validity period.

Certification Process
Equipment Classification
Determine the category (Categories 1–4) of cryogenic storage tanks, separators, and heat exchangers based on Tables 1–9 in Appendix 1 of the regulations. For example, a cryogenic storage tank may be classified as Category 3 based on its specifications, pressure, and other parameters.

Document Preparation  
Technical Documents: These include a safety risk assessment report analysing the various risks the equipment may face during operation; an equipment technical passport detailing the equipment's technical parameters and performance indicators; an operating manual written in Russian, containing the equipment's operating methods, maintenance requirements, and emergency response procedures; project documents such as design drawings and installation plans; strength calculations and safety device capacity calculation results to ensure the structural strength of the equipment under pressure and the effectiveness of safety devices; Technical procedures and process information, covering material usage data, manufacturing processes, welding methods and parameters, heat treatment modes, non-destructive testing methods and results, etc., reflecting the production quality control process of the equipment; Equipment test reports conducted by the manufacturer, proving that the equipment has passed various performance tests.
Other Documents: Documents confirming the characteristics of materials and components, such as the chemical composition and physical properties of materials; Conformity certificates for materials and components, proving that the materials and components used comply with relevant standards; A list of standards applied in equipment manufacturing as specified in Section 5 of this technical specification, clearly stating the standards followed during production.
Application Submission
The company submits the prepared documents to the certification body to formally apply for EAC certification. The certification body conducts an initial review of the submitted application to verify the completeness and compliance of the documents.

Review and Inspection
Document review: The certification body conducts a detailed review of the submitted documents to determine compliance with regulatory requirements. The review covers document format, accuracy of content, completeness, and alignment with regulatory standards, etc.
On-site inspection: For equipment requiring EAC Certificate of Conformity (COC) certification, the certification body arranges personnel to conduct on-site inspections at the production facility. The inspection verifies compliance of the production process with regulatory requirements, the effective operation of the quality management system, and consistency between actual production conditions and document descriptions, etc.
Testing and Experimentation
In accordance with regulatory requirements, necessary testing and experimentation may be required for cryogenic storage tanks, separators, and heat exchangers, such as pressure testing (typically 1.5 times the working pressure) and non-destructive testing of welds (e.g., RT/UT), to confirm product compliance with standards. Pressure testing identifies whether the equipment leaks or deforms under certain pressures; non-destructive testing of welds detects internal defects in welds to ensure weld quality.

Certificate Issuance
Following the above process, if the equipment meets the relevant requirements of the TR CU 032 regulation, the certification body will issue the corresponding EAC certification certificate (EAC Declaration of Conformity or EAC Certificate of Conformity). After obtaining the certificate, the company's cryogenic storage tanks, separators, and heat exchangers can be legally sold and used in member states of the Eurasian Economic Union.

Significance of Certification
Low-temperature storage tanks, separators, and heat exchangers that have obtained TR CU 032 EAC certification indicate that they comply with the safety standards of member states of the Eurasian Economic Union and can be freely circulated and sold within the region. This not only helps companies expand their markets and enhance product competitiveness but also safeguards consumer rights and usage safety, promoting the healthy development of the entire pressure equipment industry.
