Certification Process
Determining Certification Requirements and Applicable Regulations
Companies must first determine whether their products require CUTR (EAC) certification, as only products falling under the scope of Customs Union technical regulations are subject to this certification. Different product categories are subject to different technical regulations. For example, automotive parts may be subject to regulations such as TRCU 018/2011 (Safety of Wheeled Vehicles). Companies must accurately determine the applicable regulations.
Selecting a Certification Body
Selecting a certification body with EAC certification qualifications is critical. This can be confirmed by checking whether the certification body has an authorisation code starting with ‘RARU’ and verifying its scope of authorisation. Additionally, it is important to choose a certification body with a good reputation and experience in certifying products of the relevant category (e.g., Shanghai Jinghe Industrial).
Preparing Technical Documents
Companies must prepare a series of detailed technical documents, including product manuals, technical drawings, parts lists, circuit diagrams, and test reports. These documents should comprehensively and accurately describe the product's design, manufacturing, and testing processes to enable the certification body to assess whether the product complies with the relevant technical regulations. Additionally, documents such as an ISO 9001 quality management system certificate may also be required.
Complete the application form and submit documents
Companies must complete the Customs Union CU-TR certification application form, clearly confirming the export product name, model, quantity, and product customs code. The completed application form and prepared technical documents should then be submitted to the certification body (e.g., Shanghai Jinghe Industrial).

Document review
The certification body will conduct an initial review of the submitted documents to check their completeness and compliance. If the documents have issues or are incomplete, the certification body will request the company to supplement or modify the materials.
Sample Testing (if necessary)
For certain products, the certification body may require the company to provide samples for testing. The testing items are determined based on the technical regulations applicable to the product to ensure that the product meets the requirements in terms of performance, safety, etc. For example, for electronic products, testing may be conducted for electromagnetic compatibility, electrical safety, etc.
On-site Audit (if necessary)
In some cases, experts from the certification body may visit the production site for an audit. The on-site audit primarily verifies whether the company's production conditions, quality management system, and production processes comply with the requirements of the technical regulations, as well as whether the product aligns with the submitted technical documentation.
Certification Decision
The certification body makes a certification decision based on the results of the document review, sample testing, and on-site audit (if applicable). If the product meets the relevant technical regulation requirements, the certification body will issue an EAC certification certificate.
Affixing the Mark and Market Circulation
After obtaining the EAC certification certificate, the company must affix the EAC mark on the product or its packaging. After affixing the mark, the product can be legally sold and circulated in the markets of the member states of the Eurasian Economic Union.
