When do I need a GOST R certificate of conformity and when do I need a TR CU/EAC certificate?
 
In Russia, mandatory certification (written proof of a product's compliance with the requirements of normative documents) can be carried out under two systems:
The Eurasian Economic Commission certification system of the Eurasian Community (commonly known as the TR CU or EAEU TR system)
Russian Bureau of Standards (RBS) mandatory certification system, commonly known as GOST R certification system.
Products in the TR CU certification system are certified according to the technical regulations of the Customs Union (Eurasian Economic Union).
Certification under the Rosstandart (GOST R) mandatory certification system is carried out for compliance with the national (GOST) standards of the Russian Federation.
As normative acts, the Eurasian Union technical regulations are "more important" than the GOST national standards.
Therefore, mandatory GOST certification of products according to the GOST/GOST R system is carried out only if the technical regulations of the Eurasian Union/Eurasian Economic Community have not yet been enacted.

What is the difference between TR CU and GOST R Certificate/Declaration certification procedures?

There is no essential difference in assessing (confirming) the conformity of the product with the requirements of the TR CU / EAEU technical regulations or the standards of the Russian GOST certification.

General steps of the conformity certification procedure:
Submission of the standard application to the certification body
The applicant submits the technical, operational and accompanying documentation of the product to the certification body.
Specify the technical specifications and standards for the product under application
Approval of the certification scheme
Selection and sending of samples and tests to the accredited testing laboratory
Analyse production status (if required by the certification scheme)
