Regulatory Overview
The Customs Union Safety Technical Regulations for Pressure Equipment (TR CU 032/2013) were adopted by the Eurasian Economic Commission on 18 November 2011 and came into effect on 1 February 2014. Pressure equipment products exported to Customs Union countries such as Russia, Kazakhstan, and Belarus must undergo CU-TR certification in accordance with the TP TC 032 regulation, also known as TR CU 032, which is the regulation within the Customs Union EAC certification framework specifically targeting pressure equipment.
Core Points of the Regulation
Scope of Application
Pressure vessels, boilers, and pipelines (with a minimum diameter of DN25mm and a pressure of 0.05MPa).
Safety devices (such as safety valves, bursting discs), pressure-bearing components.
Exclusions
Military equipment, medical pressure chambers (excluding single-use), natural gas main pipelines.
Regulatory Objectives
Unify safety standards for pressure equipment across EAEU member states (Russia, Kazakhstan, Belarus, etc.).
Prevent accidents such as explosions and leaks caused by equipment defects.
Certification Types and Requirements
Equipment Category Certification Form Key Differences Validity Period
Categories 1–2 EAC Declaration of Conformity (DOC) Self-declaration + laboratory testing Single batch indefinitely or continuous production ≤5 years
Classes 3–4 EAC Certificate of Conformity (COC) Notified Body Audit + Factory Inspection + Annual Supervision Up to 5 years
Certification Process
Equipment Classification
Determine the class based on Tables 1–9 of Appendix 1, e.g., a DN300 PN10 MPa pipeline belongs to Class 3.
Document Preparation
Technical Passport (including material certificates, welding records).
Risk Analysis Report (including 17 types of hazards).
Russian-language Operating Manual (including emergency response procedures).
Core documents also include Safety Argumentation Report (including FMEA analysis), Strength Calculation Document (GOST 34233 standard), and Material Certificates (GOST/ASME).
Testing and Verification
Pressure Test (1.5 times working pressure).
Weld non-destructive testing (RT/UT). If EAC Certificate of Conformity (COC) certification is conducted, this process requires 15–20 working days (including factory audit). Annual supervision (only for COC certification) involves unannounced spot checks on production consistency.
Significance of Relevant Regulations
Regulations establish uniform safety standards, providing clear and consistent guidelines for the circulation of pressure equipment within Customs Union countries. This helps eliminate trade barriers and facilitates the smooth conduct of pressure equipment trade within the region. Additionally, stringent certification requirements and safety standards effectively ensure the quality and safety of pressure equipment, reduce accidents caused by equipment defects, protect consumer life and property safety, and maintain market stability and healthy development.
