Regulation Overview

Application of Seamless Steel Tubes
Scope of Application
If seamless steel tubes are used in pressure equipment and meet the conditions of a maximum allowable working pressure exceeding 0.05 MPa and a nominal diameter greater than 25 mm, they are subject to mandatory certification under the TR CU 032 regulation. For example, seamless steel tubes used for transporting gases, steam, and liquids must undergo certification if they meet the aforementioned pressure and diameter requirements.
Non-applicable scenarios
If seamless steel pipes are not used in pressure-bearing environments or do not meet the relevant pressure and diameter requirements, they are not subject to certification under this regulation.
Certification types
EAC Declaration of Conformity (DOC)
For seamless steel pipes classified under Categories 1–2, an EAC Declaration of Conformity can be issued. This requires the company to make a self-declaration combined with laboratory testing. Regarding validity periods, single-batch certifications are valid indefinitely, while certifications for continuous production have a maximum validity period of 5 years.
EAC Certificate of Conformity (COC)
When seamless steel pipes are classified as Category 3–4, an EAC Certificate of Conformity must be applied for. This certification form requires review by a notified body, as well as factory inspections and annual supervision, with a maximum validity period of 5 years.
Certification Process
Equipment Classification
Determine the category of seamless steel pipes (Categories 1–4) based on Tables 1–9 in Appendix 1 of the regulations. For example, a seamless steel pipe with specifications of DN300 and PN10MPa may be classified as Category 3.
Document Preparation
Technical Documents: These include a safety risk assessment report, equipment technical passport, operating manual, project documents, strength calculations and safety device capacity calculation results (if calculations were conducted according to the project), technical procedures and technical process information (such as material usage data, welding materials, welding methods and parameters, heat treatment modes, non-destructive testing methods and results, etc.), and equipment test reports conducted by the manufacturer.
Other Documents: Documents confirming the characteristics of materials and components, conformity certificates related to materials and components, and a list of standards applied in equipment manufacturing as specified in Section 5 of this technical specification, etc.
Application Submission
Seamless steel pipe manufacturers or relevant traders submit the prepared documents to the certification body to apply for EAC certification.
Review and Inspection
Document Review: The certification body conducts a detailed review of the submitted documents to determine compliance with regulatory requirements.
On-site inspection: For seamless steel tubes requiring EAC Certificate of Conformity (COC) certification, the certification body will dispatch personnel to the production facility for an on-site inspection to verify compliance with regulatory standards regarding production processes, quality management systems, etc.
Testing and experimentation
In accordance with regulatory requirements, necessary testing and experimentation may be conducted on the seamless steel tubes, such as pressure testing (typically at 1.5 times the working pressure) and non-destructive testing of welds (e.g., RT/UT), to confirm product compliance with standards.
Certificate Issuance
Following the above process, if the seamless steel pipes meet the relevant requirements of TR CU 032 regulations, the certification body will issue the corresponding EAC certification certificate (EAC Declaration of Conformity or EAC Certificate of Conformity).
