Railway Infrastructure Safety EAC Certification Requirements and Procedures Certification Regulatory Basis Railway Infrastructure Safety EAC certification is based on TR CU 003/2011, a technical regulation established by the Eurasian Economic Union (EAEU) to ensure that railway infrastructure products and services comply with uniform safety standards within the Union, thereby safeguarding the safety and efficient operation of railway transportation. Certification Requirements Product Safety Requirements Structural Integrity: All components of railway infrastructure, such as tracks, bridges, and tunnels, must possess sufficient strength and stability to withstand various loads generated during train operations, including vertical loads, horizontal loads, and dynamic loads, to prevent structural damage or deformation during normal use. Material Quality: The materials used must comply with relevant standards. For example, rails should be made of steel with high strength, high toughness, and good wear resistance; the concrete used in bridges should have sufficient compressive strength and durability. Additionally, materials must undergo rigorous quality testing to ensure their chemical composition and physical properties meet design requirement

Certification Regulatory Basis
Railway Infrastructure Safety EAC certification is based on TR CU 003/2011, a technical regulation established by the Eurasian Economic Union (EAEU) to ensure that railway infrastructure products and services comply with uniform safety standards within the Union, thereby safeguarding the safety and efficient operation of railway transportation.

Certification Requirements
Product Safety Requirements
Structural Integrity: All components of railway infrastructure, such as tracks, bridges, and tunnels, must possess sufficient strength and stability to withstand various loads generated during train operations, including vertical loads, horizontal loads, and dynamic loads, to prevent structural damage or deformation during normal use.
Material Quality: The materials used must comply with relevant standards. For example, rails should be made of steel with high strength, high toughness, and good wear resistance; the concrete used in bridges should have sufficient compressive strength and durability. Additionally, materials must undergo rigorous quality testing to ensure their chemical composition and physical properties meet design requirements.
Fire and explosion protection: In railway infrastructure, particularly in areas with high concentrations of people and equipment such as stations and tunnels, excellent fire and explosion protection performance is required. For example, fire-resistant materials should be used for decoration and insulation, and effective fire protection facilities and evacuation routes should be installed to prevent fire and explosion accidents and ensure safe evacuation of personnel in the event of an accident.
Electrical Safety: For railway electrical systems, such as power supply lines and signal equipment, electrical safety requirements must be met. This includes good insulation performance to prevent electrical leakage and electric shock accidents; and a reliable grounding system to protect equipment and personnel from electrical hazards such as lightning strikes.
Environmental Protection Requirements
Reduce Pollution Emissions: During the construction and operation of railway infrastructure, efforts should be made to minimise environmental pollution. For example, noise and exhaust emissions generated by train operations must comply with environmental protection standards; during construction, construction waste must be properly managed to avoid pollution of soil, water bodies, and air.
Ecological Protection: When planning and constructing railway lines, the impact on the ecological environment must be fully considered, and efforts should be made to avoid damaging ecologically sensitive areas such as nature reserves and wildlife habitats. If such impacts cannot be avoided, corresponding ecological compensation measures should be implemented, such as constructing wildlife corridors, to minimise damage to ecosystems.
Personnel Safety Requirements
Operational Standards: Railway infrastructure operators must undergo professional training, be familiar with equipment operation methods and safety procedures, and strictly adhere to operational standards to ensure their own and others' safety.
Safety Protection Facilities: Necessary safety protection facilities, such as guardrails and warning signs, must be installed along railway lines and at stations to prevent personnel from accidentally entering hazardous areas. For certain hazardous equipment and locations, isolation facilities such as protective doors and safety nets must be installed to ensure personnel are not exposed to accidental harm.
Certification Procedures
Submit Application
Applicants must submit a certification application to the certification body, providing detailed company information, including company name, address, and contact information; product information, such as the type, specifications, and technical parameters of the railway infrastructure; and relevant technical documents, such as design drawings, construction plans, and quality inspection reports.
Document Review
The certification body reviews the documents submitted by the applicant to verify their completeness and accuracy, ensuring compliance with the requirements of TR CU 003/2011. If the documents are incomplete or contain issues, the certification body will request the applicant to supplement or revise them.
Product Testing and Inspection
On-site Inspection: The certification body will dispatch professionals to the construction site or operational premises of the railway infrastructure for on-site inspections to verify whether the actual construction status and operational condition of the infrastructure align with the submitted documents and design requirements.
Product Testing: For certain critical equipment and materials, sampling tests may be required to validate their performance and quality compliance with standard requirements. For example, testing of the mechanical properties of rails or the electrical performance of electrical equipment.
Correction of Non-conformities
If non-conformities with regulatory requirements are identified during document review, on-site inspections, or product testing, the certification body will issue a non-conformity notice to the applicant, requiring them to rectify the issues within the specified timeframe. The applicant must develop a detailed rectification plan, implement the rectification measures in accordance with the plan, and submit a rectification report to the certification body upon completion.
Certificate Issuance
Once the applicant's submitted documents pass the review, the product testing and on-site inspection results meet the requirements, and all non-conformities have been rectified, the certification body will issue the Railway Infrastructure Safety EAC Certification Certificate. The certificate will specify the product name, model, certification validity period, and other information, indicating that the railway infrastructure complies with the requirements of TR CU 003/2011 regulations and can be freely circulated and used within the Eurasian Economic Union market.
