What is EAC Certification? EAC certification, also known as the Customs Union CU-TR certification of the Russian Federation, is a unified standard and requirement established by the Russian Federation to ensure product safety. It is a single certification applicable across multiple countries, with a unified mark of EAC. It applies to countries within the Russian Federation, including Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan. Since 15 February 2013, all products listed in the Customs Union's product list must obtain EAC certification, replacing the previous GOST certification. It serves as a passport, certifying that the product meets Russian safety, quality, and environmental standards, and is a mandatory qualification for entering the Russian market.

Reasons for requiring Customs Union EAC certification for exports to Russia
Unified certification requirements
Before the establishment of the Customs Union, Russia, Belarus, and Kazakhstan each had their own independent certification systems: GOST-R certification (R stands for Russia), GOST-B certification (B stands for Belarus), and GOST-K certification (K stands for Kazakhstan). After the three countries unified their certification systems under EAC, the certification requirements became significant due to the large number of regulated products. If a company insists on obtaining certification for a single country, such as only Russia's GOST-R certification, while feasible, it is not cost-effective because the product cannot be sold in other countries. EAC certification is a mandatory requirement for all companies entering the Russian and surrounding markets.
Ensuring product quality and safety
In the Russian market, product safety and reliability are of utmost importance. EAC certification serves as a guarantee of product quality and a commitment to consumer safety. For foundational industrial products such as machinery and equipment, their safety directly impacts production and usage. Therefore, EAC certification is indispensable in the Russian market. Certification ensures that products comply with Russian safety, quality, and environmental standards, thereby reducing safety hazards and consumer risks associated with product quality issues.
Compliance with regulatory requirements
Russia has established relevant laws and regulations requiring products listed on the Customs Union's product list to obtain EAC certification. The Customs Union has established unified mandatory technical regulations to standardise product quality, and products subject to these technical regulations must first obtain EAC certification before being permitted for import and sale. Without EAC certification, products cannot enter the Russian market for sale and may face issues such as customs detention.
