EAC certification originated in 2013 when the Customs Union CU-TR certification system replaced part of the original mandatory GOST-R certification system and technical regulations GOST-TR certification system. However, not all GOST certification systems were abolished; only products covered by applicable Customs Union technical regulations (CU-TR, Russian TPTC, and TREAEU) were replaced.

Differences in Certification Scope
EAC certification applies to all member states of the Eurasian Economic Union, while GOST-R certification primarily applies to the Russian market. This means that if a product has obtained an EAC certificate, it can circulate freely within five countries (Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan), while GOST-R certification is limited to the Russian market.

Although EAC certification and GOST-R certification can be considered equivalent in certain cases, they are not completely interchangeable.
