EAC Certificate of Conformity to the Eurasian Economic Union (EAEU TR)

EAC Certificate of Conformity to the Technical Regulations of the Eurasian Economic Union (hereinafter - Certificate of Conformity, Certificate of Conformity) is an official document confirming that products meet all mandatory quality and safety requirements set out in the Technical Regulations.

Certificate of Conformity is required for import of goods, as well as for their use and circulation in the territory of the EAEU member states (Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan).

The certificate is valid on the territory of all EAEU countries regardless of the country in which it was issued.

The form and rules of execution of the Certificate of Conformity are established by the Decision of the Board of the Eurasian Economic Commission № 293 of 25.12.2012. "On the unified forms of the certificate of conformity and declaration of conformity to the technical regulations of the Customs Union and the rules of their execution".

Certificate of Conformity is drawn up on a special form, certified by the signature of the head and expert of the accredited body, seal. The form of the Certificate contains several degrees of protection against forgery: guilloche frame, holographic protective element, microtext, typographical number and serial number of the form.

Technical regulations adopted before the formation of the Eurasian Economic Union are abbreviated as TR CU, after - TR EAEU.

The terms "Certificate of Conformity to TR CU" and "Certificate of Conformity to TR EAEU" are equivalent.

What goods are subject to certification?

The general list of categories of goods that require a Certificate or Declaration of TR EAEU is established by Decision of the Customs Union Commission No. 526 of 28.11.2011.

Each technical regulation contains a section "Scope of application" specifying the products to which it applies. In addition, the Eurasian Economic Commission adopts separate decisions with lists of products requiring a Certificate or Declaration of the EAEU TR when imported.

At the moment, more than 52 Technical Regulations have been adopted.

Whether a particular product falls under mandatory certification depends on many factors, in particular:

The characteristics of the goods;

its purpose and field of application;

HS code of the EAEU.

How to issue a EAC Certificate?

EAC Certificate of Conformity can be issued for a batch of goods, for serial production for a period of one to five years or for a single product.

When drawing up a Certificate of Conformity, it may be necessary to test samples of goods, to have experts visit the production site, or to certify the manufacturer's quality management system. One or another option of providing evidence is established depending on the chosen certification scheme.

All issued Certificates of Conformity are registered and included in the Register published on the website of the Federal Accreditation Service (Rosakkreditatsiya).

Circle of applicants

Certificate of Conformity can be issued only to legal entities and individual entrepreneurs registered in the territory of the EAEU member states. Applicants may be manufacturers, suppliers, as well as importers on the basis of an agreement of an authorised representative office of a foreign manufacturer.

A representative office of a foreign company in Russia cannot act as an applicant, because according to the Russian legislation, a representative office is not a legal entity.
