GOST Certificate of Conformity according to Decree No. 2425 is a document certifying the conformity of an object to the requirements of regulatory documents establishing mandatory requirements for products administered by Rosstandart.

This certificate is mandatory for products included in the Unified List of products subject to mandatory certification, approved by the Government of the Russian Federation on 23 December 2021, No. 2425.

The Unified List is constantly being reduced by the introduction of new technical regulations of the Customs Union, the objects of technical regulation of which are products from the Unified List. Thus, mandatory certification is actively replaced by confirmation of compliance with the requirements of the technical regulations of the Customs Union in the form of certification, or in the form of declaration of conformity.

The mandatory certification includes:

Steel wire ropes;
Polyethylene pressure pipes for gas pipelines;
Glass-reinforced plastic tanks for compressed and liquefied gases;
Central heating radiators and their sections of cast iron, steel, aluminium and other metals;
Unreinforced high-pressure rubber hoses with metal braids;
Mine electrical equipment normal;
Means, systems and devices of radiation non-destructive control;
Portland cement, alumina cement, slag cement, supersulphate cement and similar hydraulic cements, uncoloured or coloured, ready-made or in the form of clinkers;
Weapons (sporting, hunting, firearms and pneumatics, etc.);
Safes, including deposit and personal safes;
Vaccines used in veterinary medicine;
Gates for football, mini-football, handball, field hockey;
Mechanised amusement rides;
Autodromes and go-karts;
Cold throwing weapons: knives.

A certificate of conformity under Decree No. 2425 can only be issued by an accredited certification body whose area of expertise includes the products being certified. Unlike the TR CU certification system, in the GOST R system the maximum period for which a certificate of conformity can be issued (for mass-produced products) is no more than three years.
