TR CU 032/2013 Basic Information and Scope of Application
1. Full Name and Background of the Regulation
TR CU 032/2013 is officially titled ‘Technical Regulation of the Customs Union on the Safety of Pressure Equipment,’ established by the Eurasian Economic Union (EAEU) to harmonise safety requirements for pressure equipment across member states (Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan) and eliminate technical barriers.
2. Scope of Application  
This regulation applies to the following types of pressure equipment:

Pressure vessels: including gas storage tanks, reaction vessels, etc.;  
Boilers: steam boilers, hot water boilers, and auxiliary equipment;  
Pipeline systems: industrial pressure pipelines and their components;  
Safety accessories: safety valves, pressure gauges, bursting discs, etc.;  
Other pressure equipment: such as heat exchangers, compressed gas equipment, etc.
Exceptions:  
Pressure equipment in nuclear facilities;  
Aerospace and military-use equipment;  
Domestic pressure vessels (e.g., ordinary electric kettles).  
3. Equipment Classification and Risk Levels  
Pressure equipment is classified into the following risk levels based on design pressure (P) and medium hazard:

Class I    Low risk (e.g., non-hazardous media, low-pressure equipment)    Declaration of Conformity (EAC DOC)
Class II-IV    Medium to high risk (e.g., flammable/toxic media, high-pressure equipment)    Mandatory EAC Certification of Conformity (CoC)
For example:
Equipment with a design pressure ≥0.05 MPa and flammable gas as the medium requires Class II certification;
Steam boilers with a design pressure ≥1.6 MPa require Class IV certification.
4. Compliance Requirements and Certification Process
Companies must follow these steps to meet TR CU 032 requirements:
Technical documentation preparation: including design drawings, material certificates, test reports, etc.;
Laboratory testing: conducted by EAEU-accredited laboratories for pressure testing, material strength testing, etc.;
Factory audit (for high-risk equipment): the certification body conducts on-site inspections of production conditions;
Issuance of EAC certificate/declaration: after passing the audit, the company obtains compliance documents and is permitted to label products with the EAC mark.
5. Relationship with Other Certifications  
CE Certification: While TR CU 032 shares some standards with the EU Pressure Equipment Directive (PED 2014/68/EU), it is not interchangeable. Exporting to EAEU countries requires EAC certification.  
GOST Certification: Since the implementation of TR CU 032, the former Russian GOST-R certification has been gradually replaced by EAC certification in the field of pressure equipment.
Note: Companies must select the appropriate certification based on their target market. If the market covers both the EU and EAEU countries, separate applications for CE and EAC certification are required.
