TR CU 032/2013, fully titled ‘Technical Regulations of the Customs Union on the Safety of Equipment Operating Under Overpressure,’ applies to the following equipment:
Pressure vessels (including liquefied gas storage tanks)  
Reaction vessels (e.g., chemical reactors, polymerisation reactors)  
Boilers (steam boilers, hot water boilers)  
Pressure pipelines and fittings (design pressure > 0.05 MPa)  
Safety accessories (safety valves, bursting discs, etc.).

II. Core Safety Requirements
(1) Risk Classification and Certification Modes
Equipment is classified into 4 technical solutions (TS) based on risk levels:

(2) Key Technical Requirements  
Design and Manufacturing: Must comply with strength calculation standards (e.g., ASME, EN 13445, or GOST standards).  
Material Certification: Steel/welding materials must provide EAC material certificates (e.g., TR CU 017/2011).
Testing Requirements: Hydraulic testing, non-destructive testing (NDT), burst testing (for high-risk equipment).  
Safety Accessories: Must be equipped with a pressure relief device and separately certified (e.g., TR CU 010/2011).  
III. Certification Process (Example: TS 1/TS 2)  
Technical Document Preparation:  
Design drawings, strength calculation documents, material certificates, welding procedure qualification (WPS/PQR).
Sample Testing:  
Pressure testing and NDT (radiographic/ultrasonic testing) conducted at an accredited laboratory.  
Factory Audit:  
Inspection of the quality management system (must comply with ISO 9001 or GOST R ISO 9001).

IV. Relationship with other certifications  
With CE certification (PED 2014/68/EU):  
The EU PED and TR CU 032 standards are partially equivalent (e.g., EN 13445 standard), but the certification processes are independent and cannot be substituted.
With GOST-R Certification:  
TR CU 032 has replaced Russia's original GOST-R pressure equipment certification (mandatory conversion after 2015).  
5. Non-compliance Risks  
Equipment without EAC certification:  
❌ Prohibited from sale in Customs Union countries (Russia/Belarus/Kazakhstan/Kyrgyzstan/Armenia);
❌ Customs detention and fines (30%-100% of the goods' value);
❌ Criminal liability for manufacturers in the event of an accident.
Note: Pressure equipment certification requires initiating the process 6-8 weeks in advance. It is recommended to choose an Eurasian Economic Union-recognised certification body (e.g., Shanghai Jiheng Industrial).
