Overview of EAC Certification
EAC certification, or Eurasian Conformity certification, is a mandatory certification within the Eurasian Economic Union (EAEU) to ensure that products comply with the Customs Union Technical Regulations (TRCU). Products that pass certification must be marked with the EAC logo, indicating compliance with the Union's safety, quality, and environmental standards. This certification is a prerequisite for products to enter the markets of member states such as Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan.
Types and Differences of EAC Certification Certificates
EAC certification certificates are primarily divided into two types: the EAC Certificate of Conformity and the EAC Declaration of Conformity. The following are the main differences between the two:
1. Types of EAC Certification Certificates
Products exported to the five member states of the Customs Union (Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan) must obtain EAC certification certificates to be freely sold and circulated within these countries. EAC certification is divided into EAC Certificates of Conformity and EAC Declarations of Conformity.
-EAC Certificate of Conformity
The EAC Certificate of Conformity is issued by certification bodies and testing laboratories registered with the Customs Union. This certificate can be applied for by domestic factories.
-EAC Declaration of Conformity
The EAC Declaration of Conformity can be issued solely based on submitted documents, without requiring sample testing or factory inspections. However, the certification applicant must be a company registered within the Customs Union, acting as the quality assurance entity for the product. Currently, the majority of so-called EAC certifications in China refer to this type.
2. Differences between EAC Certificate of Conformity and EAC Conformity Certification
EAC Conformity Declaration
The EAC certificate is an official certification that the product complies with the EAEU's unified technical requirements. The certificate can only be issued by an independent certification body recognised by the member states of the Customs Union after quality assessment. Certification is based on technical documents and company test reports or test reports provided by accredited production laboratories, and on-site manufacturing audits may be conducted when necessary.
Note: In addition to mandatory EAC certification, products can also undergo voluntary GOST certification.
Voluntary GOST Certification: If certification or declaration does not apply to the product, certification may still be conducted at the initiative of the manufacturer or importer. In such cases, the applicant determines the certification standards based on the product. Certification is conducted in accordance with national regulations (Belarus GOST B, Russia GOST R, Kazakhstan GOST K).
EAC Declaration of Conformity
The EAC Declaration of Conformity is a statement by the manufacturer, importer, or authorised representative regarding compliance with the minimum requirements of the Eurasian Economic Union's technical regulations. Unlike the EAC certificate, the EAC declaration is prepared by the manufacturer or importer. All required tests and analyses are conducted by the manufacturer themselves. The EAC Declaration of Conformity must be registered with the EAEU by a certification body of a member state of the Customs Union.
EAC certificates and EAC declarations have the same legal validity in all member states of the Customs Union, with a maximum validity period of 5 years.
