TR EAEU041/2017 on the Safety of Chemical Products
Regulatory Overview
TR EAEU041/2017 is an important technical regulation issued by the Eurasian Economic Union (EAEU), with the core objective of ensuring the safety of chemical products throughout their entire life cycle, from production, storage, and transportation to use and disposal. The implementation of this regulation is of critical importance for protecting the health of consumers and workers, as well as the environment, from the potential hazards of chemical products. It also helps eliminate technical barriers to trade in chemical products within the Union and promotes the free circulation of such products among member states.

Scope of Application  
This regulation applies to all types of chemical products circulating in the EAEU market, including but not limited to organic chemicals, inorganic chemicals, plastics, rubber, coatings, adhesives, detergents, cosmetic raw materials, etc. However, certain special chemical products may be subject to additional regulations or exemptions under other relevant regulations or standards, such as radioactive substances, pharmaceutical products, food additives, etc., which typically follow specific regulations.

Main Safety Requirements
Classification and Labelling
Classification: Chemical products must be classified in accordance with the standards specified in the regulation to determine their physical, chemical, and toxicological properties, such as whether they are flammable, explosive, toxic, corrosive, etc. For example, flammable liquids must be accurately classified based on parameters such as their flash point.
Labelling: Product labels must clearly and accurately indicate the product name, hazardous characteristics, precautionary measures, supplier information, and other relevant details. Warning symbols and signal words on labels must comply with regulatory requirements to ensure users can quickly identify potential hazards. For example, for toxic chemicals, labels must clearly display the skull and crossbones warning symbol and the ‘toxic’ signal word.
Safety Data Sheet (SDS)
Companies must prepare detailed safety data sheets for each chemical product, providing comprehensive information on the product's composition, hazard information, first aid measures, firefighting measures, leakage emergency response, and operational and storage precautions. SDSs must be written in Russian and comply with specific regulatory requirements regarding format and content to ensure users can access necessary safety guidance during use.
Production and Quality Control
Production Process: Chemical product manufacturers must establish an effective quality management system to ensure that production processes comply with safety standards. Production facilities must be equipped with necessary safety equipment and protective measures to prevent accidents such as chemical leaks, fires, and explosions. For example, production workshops involving hazardous chemicals must be equipped with ventilation systems, leak detection devices, etc.
Quality Control: Companies must implement strict quality control measures for the chemical products they produce, conducting regular testing and inspections to ensure product quality stability and compliance with all regulatory standards. Testing may include chemical composition analysis, physical property testing, purity testing, etc.
Packaging and Transportation
Packaging: Packaging for chemical products must have sufficient strength and密封性 to prevent leakage or damage during storage and transportation. Packaging materials must be compatible with the product and must not react chemically with it. For example, corrosion-resistant packaging materials should be used for corrosive chemicals.
Transportation: When transporting chemical products, relevant transportation safety regulations must be followed. Transportation vehicles should be equipped with appropriate protective equipment, such as fireproof and explosion-proof devices. Additionally, transportation personnel should undergo professional training to understand the hazardous characteristics of chemical products and emergency response methods.

SGR Certification Requirements
Certification Modes
Companies should select an appropriate certification mode based on factors such as the type of chemical product and production scale. Common certification modes include:
Batch Certification: Suitable for small-batch production or specific batches of chemical products, where certification is conducted solely for that batch.  
Continuous Production Certification: For continuously produced chemical products, the enterprise's production processes and quality management system must be assessed to ensure ongoing compliance with regulatory requirements.  
Certification Process  
Application: The enterprise submits a certification application to a certification body recognised by the Eurasian Economic Union, along with relevant technical documents and product information, such as product standards, quality control documents, and safety data sheets.
Document Review: The certification body reviews the documents submitted by the company to verify their completeness and compliance with regulatory requirements.
Product Testing: The certification body may require the company to provide product samples for testing to verify compliance with safety standards. Testing items are determined based on product characteristics and regulatory requirements.
Factory Audit (if necessary): For mass production certification, the certification body may conduct an on-site audit of the company's production facilities to assess whether the company's production facilities, quality management system, and personnel qualifications comply with regulatory requirements.
Certificate Issuance: If the document review, product testing, and factory audit (if applicable) are all passed, the certification body will issue the SGR certification certificate. The certificate will specify the product name, model, certification validity period, and other information.

Regulatory Implementation and Supervision
Implementation Timeline
After the TR EAEU 041/2017 regulation takes effect, chemical products must obtain EAC certification to be legally sold and distributed in the markets of EAEU member states. Companies must complete the certification process within the specified timeframe to ensure their products comply with regulatory requirements.

Supervision and Inspection
The relevant regulatory authorities of the member states of the Eurasian Economic Union will conduct supervision and inspection of chemical products on the market to ensure they comply with the safety requirements of TR EAEU 041/2017. Regulatory authorities have the right to conduct on-site inspections, sampling tests, etc. If violations are discovered, they will take corresponding enforcement measures, such as ordering rectification, imposing fines, or revoking the certification certificate.
