Introduction to CUTR Certification (EAC) for Seafood and Fish Canned Goods
Certification Basis
CUTR certification (EAC certification) for seafood and fish canned goods is based on TR CU 040/2016, a technical regulation of the Eurasian Economic Union on the safety of fish and fish products. Its purpose is to ensure that fish and fish products, including seafood and fish canned goods, comply with uniform safety standards throughout the entire production, processing, storage, transportation, and sales process, thereby safeguarding consumer health and safety, eliminating technical barriers to trade, and promoting the free circulation of such products within the Union.
Application Requirements
Applicants for the CUTR certification certificate must be enterprises or entrepreneurs located within the Customs Union, including Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan. Information about foreign enterprises as manufacturers may be included on the certificate, but they cannot serve as applicants.
Certification Process
Submit Application
Applicants within the Customs Union submit an EAC certification application for seafood and fish canned goods to the certification body, along with relevant information about the manufacturer (which may be a foreign enterprise).
Prepare Documents
The following documents are typically required:
Application Form: Detailed information about the applicant and the product.
Product Description: Including the type, ingredients, production process, and packaging form of the seafood and fish canned goods.
Product Label: The label content must comply with the requirements of Customs Union countries, including product name, ingredients, production date, shelf life, storage conditions, and consumption methods.
Manufacturer Information: Such as the company's business licence, production licence, and quality management system certificate.
Test Reports: Provide test reports issued by qualified laboratories regarding the product's microbial, heavy metal, and additive indicators.
Health Certificate: Certificates proving that the product meets health standards.
Product Testing
Certification Authority (Certification Authority Contact: Shanghai Jinghe Industrial Equipment Testing Co., Ltd.) will conduct random testing on seafood and fish canning products, with testing items primarily including:
Microbial Indicators: Such as total bacterial count, coliform bacteria, Staphylococcus aureus, Salmonella, etc., to ensure the product is free from harmful microbial contamination.
Heavy Metal Content: Testing for the content of heavy metals such as mercury, lead, cadmium, and arsenic to ensure they are within safe limits.
Additive Usage: Checking whether food additives are used in accordance with regulations and whether the usage quantities comply with standards.
Nutritional components: Analysing and testing the nutritional components of the product, such as protein, fat, vitamins, and minerals.
Review and assessment
The certification body conducts a comprehensive review and assessment of the submitted documents and product test results to determine whether the product meets the requirements of the TR CU 040/2016 regulation.
Certificate Issuance
If the review and assessment is passed, the certification body will issue a CUTR (EAC) certification certificate. The certificate will specify product information, certification validity period, and other details.
Follow-up Supervision
During the certification validity period, the certification body may conduct regular or irregular supervisory inspections to ensure that the company continues to produce products that meet the standards. If non-compliance is detected, the company may be required to rectify the issues, and in severe cases, the certification certificate may be revoked.
