Guidelines for EAC Certification (CUTR Certification) of Elevators Exported to Russia and Kazakhstan
Certification Regulatory Framework
Russia and Kazakhstan are both member states of the Customs Union (Eurasian Economic Union). Elevators and related safety devices exported to these countries must comply with the technical regulation TR CU 011/2011 ‘Safety of Elevators’ (also known as CUTR 011/2011). This regulation came into effect on 18 April 2013, replacing the previous national standards, and requires that products ensure safety during design, production, installation, and use, and must obtain mandatory EAC certification before being placed on the market.
Scope of Applicable Products  
1. Elevators and devices requiring certification  
Complete elevator products: including passenger elevators, freight elevators, construction hoists, etc.
Safety components (certified separately or with the complete elevator):  
Buffers, speed limiters, safety clamps (catchers)  
Floor door lock devices, anti-fall/unintended movement devices (e.g., over-travel brakes, UCMP)
Hydraulic system safety devices (e.g., rupture valves), safety circuits containing electronic components
2. Exemptions from Regulatory Requirements
The following scenarios are exempt from TR CU 011/2011:
Mining/coal industry-specific elevators
Elevators on mobile carriers such as ships, offshore exploration platforms, and aircraft
Rack-and-pinion/screw-driven elevators, military-specific elevators

Certification Process and Timeline
Application Form Registration: Submit the application to a certification body recognised by the Customs Union.
Document Review: The certification body reviews the completeness and compliance of the technical documents.
Product Testing/Factory Audit:
Safety Components: Typically only sample testing is required, with a timeline of approximately 3-4 weeks.
Whole Elevator Products: A factory production quality system audit (e.g., ISO 9001-related audit) is required, with a timeline of approximately 7-8 weeks.
Certificate Issuance: Upon approval, an EAC Certificate of Conformity is issued, and the product must display the EAC mark (minimum size 5mm, with a colour contrasting sharply with the nameplate background).

Key Considerations
Multi-Country Access: Products certified under TR CU 011/2011 are eligible for circulation in all Customs Union member states, including Russia, Kazakhstan, and Belarus.
Classification Certification Strategy: Construction elevators, lifts, etc., must be confirmed based on specific parameters to determine whether they fall under TR CU 011/2011 or TR CU 010/2011 (Machinery Safety Regulations). It is recommended to consult a certification engineer in advance to develop a plan.
Marking Requirements: The EAC mark must be clearly displayed on the product nameplate, packaging, or user manual, with the letters ‘EAC’ of consistent size, ensuring long-term visibility.
