TR EAEU 043/2017 Fire Safety Regulations for Fire Valves and Valves EAC Fire Safety Certification
Regulatory Overview
The Eurasian Economic Union Fire Safety Technical Regulation (TR EAEU 043/2017) was adopted by the Eurasian Economic Commission on 29 June 2017 and officially came into effect on 1 July 2019. The regulation aims to harmonise fire safety requirements among member states of the Eurasian Economic Union, ensuring that relevant products meet consistent safety standards across the entire union region to safeguard public safety and protect human life and property. The regulation applies to all products related to fire safety, with fire valves and valves being an important category of products covered by the regulation.

Scope of Application  
Fire Valves  
Fire valves are critical components in fire protection systems, capable of controlling water flow and pressure during a fire to ensure the normal operation of the fire protection system. For example, various control valves, check valves, etc., used in automatic sprinkler systems, fire hydrant systems, etc., fall under the category of fire valves and must comply with the TR EAEU 043/2017 regulation for EAC fire safety certification.

Valves
This includes, but is not limited to, various types of valves used in fire protection piping systems, such as gate valves, ball valves, and butterfly valves. These valves play a crucial role in regulating flow and interrupting water flow within fire protection systems, and their fire-resistant performance and safety directly impact the effectiveness of the fire protection system.

Certification Types
EAC Certificate of Conformity (COC)
For fire protection valves and valves with higher risk levels and significant impact on fire safety, an EAC Certificate of Conformity is typically required. This certification type has stricter requirements and must be conducted by a designated certification body through a comprehensive review, including assessments of product design, production processes, and quality control systems. The certification body will conduct on-site inspections of the manufacturing company to ensure it has the capability to produce products compliant with regulatory requirements. Additionally, the products must undergo a series of tests to verify their fire-resistant performance, mechanical properties, and other aspects comply with regulatory standards. The certificate validity period is typically 1–5 years, depending on the product type and the certification body’s regulations.

EAC Declaration of Conformity (DOC)
For fire valves and valves with relatively low risk levels, the EAC Declaration of Conformity can be selected. The company must self-declare that the product complies with the requirements of TR EAEU 043/2017 and provide relevant technical documents and test reports as proof. Although companies can make self-declarations, they may still face supervision and inspection by certification bodies. If false declarations are discovered, the company will bear corresponding legal responsibilities. The validity period of the EAC Declaration of Conformity is generally for a single batch or continuous production within a certain period, not exceeding five years.

Certification Process  
Determine Product Category and Applicable Standards  
First, based on the specific application and performance characteristics of the fire valves and valves, determine their product category and clarify the applicable regulations, standards, and technical requirements. This forms the foundation of the entire certification process, ensuring that subsequent certification activities are conducted in a targeted manner.

Prepare technical documents
The company must prepare a series of detailed technical documents, including product manuals, design drawings, production process documents, quality control plans, and test reports. These documents should comprehensively reflect the product's technical characteristics, production process, and quality assurance measures. For example, the product manual should include information on the product's operating principles, technical parameters, installation, and usage methods; test reports should cover the results of fire resistance performance tests, mechanical performance tests, etc.

Selecting a certification body
Companies can choose a certification body recognised by the Eurasian Economic Union for certification. When selecting a certification body, factors such as its qualifications, reputation, and service quality should be considered. The certification body will assess and review the technical documents and product samples submitted by the company.

Product Testing
The certification body will require the company to provide product samples for relevant testing to verify compliance with regulatory standards. Testing may include fire resistance tests (e.g., fire resistance limit tests, thermal insulation performance tests, etc.) and mechanical performance tests (e.g., sealing tests, pressure resistance tests, etc.). Testing is typically conducted in accredited laboratories to ensure the accuracy and reliability of test results.

Audit and Evaluation
The certification body will conduct a comprehensive audit and evaluation of the technical documents and product test results submitted by the company. If any issues are identified, the company will be required to make corrections. The audit will cover the completeness and accuracy of the documents, as well as whether the product performance meets regulatory requirements. For products applying for an EAC Certificate of Conformity, the certification body will also inspect the company's production site to assess its production management system and quality control capabilities.

Issuance of Certificate
If the product passes the review and testing, the certification body will issue the corresponding EAC certification certificate (EAC Conformity Certificate or EAC Declaration of Conformity). After obtaining the certificate, the company may affix the EAC mark on the product and legally sell it in the markets of EAEU member states.

Obtaining EAC fire safety certification under TR EAEU 043/2017 is a prerequisite for fire safety valves and valves to enter the EAEU market. Products without certification cannot be legally sold in the region, which helps companies expand their markets and enhance the competitiveness of their products.
