Introduction to Blowout Preventers and Manifolds CUTR Certification (EAC Certification)
Certification Definition and Background
CUTR certification refers to Customs Union certification, with the certificate being the EAC certificate. This certification was introduced as part of the new technical regulations reform (TRCU) in Russia, Belarus, and Kazakhstan. The Customs Union EAC certification aims to eliminate existing trade technical barriers, promote the free flow of trade within the Customs Union, achieve unified technical regulation, and integrate the safety technical requirements of all member states of the Customs Union. Currently, Customs Union EAC certification applies to the five member states of Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan. Blowout preventers and manifold assemblies must obtain this certification to enter these markets.
Certification Process
Submit a Certification Application
The applicant initiates the certification application, expressing the intention to obtain CUTR certification for blowout preventers and manifold assemblies.
Confirm Certification Mode and Implementation Requirements  
The certification body will determine the specific certification mode and implementation requirements based on the product information provided by the applicant.

Prepare and Submit Documents  
The applicant must prepare the necessary commercial and technical documents, including:  
Product name and customs code;  
Product brand, series, model, images, and technical parameters corresponding to each series (model);
Product user manual;  
English name, address, and telephone number of the domestic manufacturer;  
Russian name, address, telephone number, name of the responsible person, and scanned copy of the business licence of the foreign applicant;  
Manufacturer's ISO system certificate (if available);  
Existing test reports and certificates (if available).  
Determining whether testing or audit is required  
Based on the determined certification mode, it will be determined whether sample testing of the blowout preventers and manifold assemblies or an audit of the manufacturing facility is required.  

Document review and supplementation
The certification body will review the documents submitted by the applicant for certification. If any deficiencies or supplementary requirements are identified, the applicant will be requested to supplement and complete the documents.  

Issuance of the certificate  
Once all documents are approved, and the sample testing (if applicable) and factory audit (if applicable) meet the requirements, the certification body will issue the CUTR (EAC) certification certificate.  

Certificate registration  
The issued certificate must be registered online to complete the entire certification process. 

Important Notes
Applicant Eligibility: The applicant for the Customs Union CU-TR certification certificate must be a business entity or entrepreneur located within the territory of the Customs Union of Russia, Belarus, and Kazakhstan. Foreign company names may only be listed as manufacturers on the certificate.
Certification Body Selection: The applicant must select a certification body authorised by the Customs Union Committee (Shanghai Jiheng Industrial Equipment Testing Co., Ltd. Customs Union EAC Certification Centre). Each certification body has its own authorised scope of certification, so it is essential to ensure that the selected body possesses the necessary qualifications for blowout preventer and manifold certification.
