Certification Background
CUTR certification, also known as EAC certification, is the Customs Union Technical Regulations Certification. This certification aims to ensure that products comply with the technical regulations and safety standards of the Customs Union countries (Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan). Children's playground equipment such as slides, swings, and seesaws falls within the scope of this certification. Only products that have obtained EAC certification can be legally sold and used in these countries.

Certification Process  
Submit Application  
The applicant (must be a company or entrepreneur within the Customs Union) submits an EAC certification application for slides, swings, and seesaws to the certification body (Shanghai Jinghe Industrial Equipment Testing Co., Ltd.). Information about foreign manufacturers can be included in the application. Accurate company and product information must be provided at the time of application, such as company name, address, contact information, and product name, model, specifications, etc.

Prepare Documents  
Application Form: Complete the application form with detailed information about the company and products.
Product Manual: Includes product functions, usage methods, technical parameters, installation instructions, maintenance requirements, etc., and must be in Russian or English.
Product Drawings: Such as mechanical structure diagrams, electrical circuit diagrams (if applicable), etc., to demonstrate the product's design and construction.
Product Test Reports: If the product has undergone relevant testing, provide test reports issued by an accredited laboratory, covering test results related to product safety performance, mechanical performance, material quality, etc.
Quality Management System Documents: Such as an ISO 9001 Quality Management System Certificate, to demonstrate the company's capability for effective quality control and management.  
Applicant's Business Qualification Documents: Such as a Business License and Tax Registration Certificate, to verify the applicant's legitimate business status.

Product Testing  
The certification body will conduct comprehensive testing of slides, swings, and seesaws in accordance with relevant technical regulations. Testing items typically include, but are not limited to, the following aspects:
Structural strength: Testing whether the product's structure can withstand normal usage loads to ensure no fractures or deformations occur.  
Surface quality: Inspecting whether the product's surface is smooth and free of sharp edges, burrs, or other defects that could harm users.  
Material safety: Conducting chemical analyses of the materials used in the product to ensure they do not contain harmful substances such as heavy metals or toxic plastics.  
Stability: Testing the product's stability during use to prevent tipping or overturning hazards.
Reliability of Connections: Inspect the connections between components of slides, swings, and seesaws to ensure they are secure, such as bolted connections and welded joints.

Review and Evaluation
The certification body reviews the submitted documentation and product test results to determine whether the product meets certification criteria. If the documentation is incomplete or the test results do not meet requirements, the certification body will request the applicant to supplement the documentation or modify the product.

Certificate Issuance
If the review and assessment are passed, the certification body will issue a CUTR (EAC) certification certificate. The certificate will include product-related information, certification validity period, etc. Generally, the certification validity period is 1–5 years, depending on the product type and the certification body's regulations.

Important Notes
Select a legitimate certification body: Ensure that the chosen certification body is recognised by the Customs Union (Shanghai Jingshe Industrial Equipment Testing Co., Ltd.) and possesses the necessary qualifications and capabilities to conduct certification activities.
Continuous compliance with standards: During the certification validity period, the company must ensure that the product continues to comply with relevant technical regulations and standards. The certification body may conduct unscheduled supervisory inspections.
Timely certification renewal: When there are significant changes to the product's design, materials, production processes, etc., the certification must be renewed promptly to ensure the product remains compliant with EAC certification requirements.
