Guidelines for CU-TR/EAC Certification of Vegetables and Canned Foods Exported to Russia Certification System Basics CU-TR certification (also known as EAC certification) is a mandatory product certification system implemented by the Eurasian Economic Union (comprising five countries including Russia, Belarus, and Kazakhstan). It aims to ensure product quality and safety through unified technical regulations. Vegetables and canned foods exported to the region must comply with the relevant regulations, and once certified, they can be freely traded in the markets of member countries. Key Points of CU-TR Certification for Vegetables Applicable Regulations and Certification Types Core Regulation: Customs Union Technical Regulation TR CU 021/2011 ‘Food Safety,’ covering the entire production, storage, and transportation process of vegetables. Certification System Basics
CU-TR certification (also known as EAC certification) is a mandatory product certification system implemented by the Eurasian Economic Union (comprising five countries including Russia, Belarus, and Kazakhstan). It aims to ensure product quality and safety through unified technical regulations. Vegetables and canned foods exported to the region must comply with the relevant regulations, and once certified, they can be freely traded in the markets of member countries.
Key Points of CU-TR Certification for Vegetables
Applicable Regulations and Certification Types  
Core Regulation: Customs Union Technical Regulation TR CU 021/2011 ‘Food Safety,’ covering the entire production, storage, and transportation process of vegetables.  
Certification Types:  
Mandatory Declaration: All exported vegetables must undergo this procedure to confirm compliance with safety standards such as pesticide residues and microbial content.  
Voluntary GOST Certification: Enhances product competitiveness and allows the use of the PCT quality mark, but must be based on the mandatory declaration.

Key Requirements and Process
Documentation (in Russian or with official translations):
Application form, business license (OGRN/TIN), product labels, and packaging photos.
HACCP or ISO 22000 system certification documents, pesticide residue test reports.
Plant quarantine certificate (valid for only 15 days, must be applied for separately).

Certification Process:  
Submit application → Document review → Laboratory testing (e.g., heavy metals, pathogenic bacteria) → Issuance of electronic certificate (approximately 5 working days).  
Key Points of EAC Certification for Canned Goods  
Applicable Regulations and Certification Characteristics  
Core Regulations: Same as TR CU 021/2011, with additional requirements for standards related to canned food processing (e.g., container sealing, preservative usage limits).
Certification Differences: Compared to fresh vegetables, canned foods may involve additives during processing, so more detailed ingredient lists and processing flow diagrams must be provided.
Additional Key Requirements
Mandatory Label Information: Must include the ‘EAC’ mark, product name, ingredient list, shelf life, and storage conditions (in Russian).
Testing Focus: Commercial sterility, pH value, and metal can leachate testing (e.g., tin and lead content).

Common Considerations  
Certification Body Selection: Certification must be conducted by an alliance-recognised institution (e.g., Shanghai Jinghe Industrial Testing) to ensure the legal validity of the certificate within Russia.  
Document Validity Period: Phytosanitary certificates must be obtained within 15 days prior to export, and other technical documents are recommended to be prepared three months in advance.
Marking Usage Guidelines: The EAC mark must be clearly displayed on the packaging or label, with a minimum size of 5mm, and must not be altered.

Summary
Exporting vegetables and canned goods to Russia must be based on TR CU 021/2011, with a mandatory declaration of conformity, supplemented by testing and documentation according to product characteristics. It is recommended that companies prioritise HACCP system certification, select experienced certification bodies to assist with documentation preparation, and ensure swift approval to enter the Russian market.
