Regulatory Overview
TR CU 032/2013 is a technical regulation issued by the Eurasian Economic Union regarding the safety of pressure equipment, applicable to the five customs union countries of Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan. The regulation aims to ensure the safety of pressure equipment throughout its entire lifecycle, including design, manufacturing, installation, use, maintenance, modification, and disposal, to prevent accidents caused by equipment failures, and to protect the safety of personnel, property, and the environment.
Scope of Application
Equipment Types
Boilers: Including various types of steam boilers, hot water boilers, etc., used to generate steam or hot water to meet industrial production or domestic needs.
Pressure vessels: such as tanks for storing gases or liquids, widely used in industries such as chemicals, petroleum, and food.
Pressure pipelines: pipeline systems for transporting various gases, liquids, and other media, extensively present in industrial and urban infrastructure.
Safety accessories: such as safety valves, bursting discs, pressure gauges, etc., which play a critical role in ensuring the safe operation of pressure equipment.
Parameter Range
The regulations apply to pressure equipment with a design pressure exceeding 0.05 MPa. However, for special cases, such as equipment with specific applications or structures, different applicable provisions may apply.
Certification Process
Submit an Application
The manufacturer or its authorised representative submits a certification application to a certification body recognised by the Customs Union. The application must clearly state the product's name, model, specifications, intended use, and other basic information, as well as the applicable regulatory standards.
Additionally, the company must provide relevant documents such as a business licence and production permit.
Technical Document Review
The company must prepare a series of technical documents, including design drawings, calculation sheets, material quality certificates, manufacturing process documents, and inspection reports.
The certification body reviews these technical documents to verify compliance with the requirements of TR CU 032/2013. For example, design drawings should clearly indicate key information such as the structural dimensions and material requirements of the equipment; calculation sheets should demonstrate the strength and stability of the equipment under design pressure and temperature conditions.
Product Testing and Inspection
Sample Testing: For certain critical parameters and performance characteristics, the certification body may require testing of product samples. For example, pressure vessels may undergo pressure tests to assess their sealing integrity and strength under specified pressure conditions; safety valves may be tested for opening pressure and reseating pressure to ensure their operational accuracy.
Factory Inspection: The certification body will conduct on-site inspections of the manufacturing facility to assess whether the production conditions and quality management system can ensure the stability and consistency of product quality. Inspection items include the condition of production equipment, personnel qualifications, and quality control processes.
Issuance of Certification Certificate
If the technical document review, product testing, and inspection all comply with regulatory requirements, the certification body will issue an EAC certification certificate. The certificate will specify the product's relevant information, certification validity period, and other details.
After obtaining the EAC certification certificate, the product can be freely circulated and sold within the Customs Union countries.
Certification Types
EAC Conformity Certificate
Applicable to high-risk pressure equipment, such as large boilers and high-pressure pressure vessels. Such equipment has stringent safety requirements and must undergo a rigorous certification process, including comprehensive assessment and testing by the certification body.
The certificate is issued by the certification body, with a validity period generally ranging from 1 to 5 years, determined based on the product's characteristics and risk level.
EAC Declaration of Conformity
Applicable to low-risk pressure equipment, such as small, structurally simple pressure vessels or pressure pipeline accessories. Companies may self-declare that their products comply with regulatory requirements, but they assume corresponding legal responsibility.
The declaration is signed by the manufacturer or its authorised representative without the involvement of a certification body, but the company must retain relevant technical documents and evidence for inspection by regulatory authorities.
