This regulation applies to the compliance certification of steam boilers, hot water boilers, and their auxiliary equipment:
I. Scope of Application of the Regulation
Covered Equipment Types
Boiler bodies: steam boilers (design pressure > 0.05 MPa), hot water boilers (water temperature > 115°C or design pressure > 0.05 MPa).
Auxiliary equipment: including superheaters, economisers, pressure vessels, piping valves, safety valves, pumps, and other pressure components.
Exceptions: Nuclear facilities, ship/aircraft-specific equipment, and household boilers with a capacity <10 litres are not within the scope of this regulation.
II. Compliance Pathways and Certification Modes
Based on equipment risk levels, two certification methods are available:

Key Processes:
Technical Documentation Preparation: Design drawings, material certificates, welding procedure qualification (EN 287-1 or ISO 9606), non-destructive testing reports (UT/RT/PT, etc.).
Safety Assessment: Strength calculations (according to GOST or ASME standards), pressure relief device capacity verification.
Marking requirements: Equipment must be permanently marked with the EAC mark, maximum allowable pressure/temperature, and manufacturer information.
III. Key technical requirements
Material compliance:
Pressure-bearing component materials must comply with the list in Appendix TR CU 032 (e.g., Russian standard materials such as 19Г3, 09Г2С) or provide proof of equivalent international standards (e.g., ASTM/EN).
Manufacturing and Inspection:
Welding processes must be certified, and welders must hold valid certifications (GOST R ISO 9606 or equivalent).
Mandatory Non-Destructive Testing: 100% radiographic testing (RT) or ultrasonic testing (UT) of welds, with testing records retained.
Safety Devices:
Boilers must be equipped with independent safety valves, pressure gauges, and water level controllers, and valve diameters must be verified through flow calculations.
IV. Transition Period and Validity of Old Certificates
GOST-R certificates obtained before 15 February 2015 may continue to be used until their expiration.
New production equipment must obtain EAC certification (CoC or DoC); uncertified products cannot clear customs.
5. Certification Considerations
Localised Services: Manufacturers outside the Customs Union must submit applications through local authorised representatives.
Factory Audit Focus: Quality Management System (ISO 9001), production equipment calibration records, and welding material storage conditions.
Common Rejection Reasons: Missing material certificates, insufficient non-destructive testing coverage, and unverified safety valve selection.
Note: Auxiliary equipment (e.g., pumps, valves) that has obtained international certification (e.g., ASME, PED) may shorten the testing cycle, but must still comply with the additional requirements of TR CU 032.
It is recommended that companies proactively coordinate with Eurasian Union-recognised certification bodies (e.g., Shanghai Jinghe Industrial) to avoid certification delays due to deficiencies in technical documentation.
