Regulatory Overview
The Customs Union Technical Regulation on the Safety of Pressure Equipment (TR CU 032/2013) was adopted by the Eurasian Economic Commission on 18 November 2011 and entered into force on 1 February 2014. It applies to equipment operating under pressure within the territory of the Eurasian Economic Union (EAEU), aiming to harmonise safety standards for pressure equipment across EAEU member states (Russia, Kazakhstan, Belarus, etc.).
Scope of Applicable Products
Valves
Industrial valves are essential components in industrial piping systems for controlling the flow of various types of fluids, including air, water, steam, corrosive media, slurry, oil, liquid metal, and radioactive media. Valves eligible for TR CU 032/2013 certification must have a nominal diameter greater than 25 and a maximum allowable working pressure exceeding 0.05 MPa.
Flanges
This includes other black metal flanges (Eurasian Economic Union HS code: 7307910000) and other black metal products (HS code: 7326909807), among other metal flanges. Applicable flanges must meet relevant pressure conditions, such as flanges in liquid and gas containers with pressures exceeding 0.05 MPa.
Pipe fittings
Such as pipes and their joints used for transporting gases, steam, and liquids, etc. The pipes must meet the conditions of a maximum allowable working pressure exceeding 0.05 MPa and a nominal diameter greater than 25 mm, and must be designed for gases, steam, and liquids. The scope of this regulation applies to gas, steam, and liquid pipelines designed for Group 1 and Group 2 operating environments. Group 1 includes media such as flammable, explosive, combustible, oxidising, (highly) toxic gases, liquids, and single-phase vapours, as well as their mixtures; Group 2 includes all other operating media.

For example, a DN300 PN10 MPa pipeline belongs to Category 3 and requires EAC Certificate of Conformity (COC) certification.
Certification Process
Equipment Classification
Determine the category based on Appendix 1 Tables 1–9, such as the category to which valves, flanges, and fittings belong (Categories 1–4).
Document Preparation
General Documents: Safety Risk Assessment Report, Equipment Technical Passport, Operating Manual, Project Documents, Strength Calculations and Safety Device Capacity Calculation Results (Calculation Book, if available according to the project), Technical Procedures and Technical Process Information (Material Usage Data, Semi-Finished Products, Components, Welding Materials, Welding Methods and Parameters, Heat Treatment Modes, Non-Destructive Testing Methods and Results), Information on Tests (Measurements) Conducted, Equipment Test Reports Conducted by the Manufacturer, Test reports from manufacturer-authorised personnel and/or accredited testing laboratories, documents confirming material and component characteristics (if applicable), conformity certificates, conformity declarations, or test reports related to materials and components (if applicable), a list of standards applied in equipment manufacturing as specified in Section 5 of this technical specification (if applicable by the manufacturer), documents confirming the qualifications of professionals and manufacturer personnel, and other documents directly or indirectly confirming equipment compliance with the requirements of this technical specification (if applicable).
Special documents: technical passport (including material certificates, welding records), risk analysis report (17 categories of hazards), Russian-language operating manual (including emergency response procedures), safety justification report (including FMEA analysis), strength calculation report (GOST 34233 standard), material certificates (GOST/ASME), etc.
Testing and verification
EAC Certificate of Conformity (COC): requires 15–20 working days (including factory audit).
Annual supervision (COC only): Random inspections of production consistency without prior notice.
Certificate and Document Issuance
Valves: DOC032 Certificate (Hazard Levels 1 and 2), COC032 Certificate (Hazard Levels 3 and 4), DOC010 Certificate, Technical Passport, JOS (Justification of Safety). The validity period of the 032 certificate generally has two options: single batch or five-year certificate.
Flanges and fittings: Obtain the corresponding EAC Declaration of Conformity (DOC) or EAC Certificate of Conformity (COC) based on the equipment category.
